Well the range wise (6 inch vs 8 inch) this really depends on the specific systems. I can't say that the Soviet 152/57 (B38) had any range issues.

6" could punch through the armor of most treaty cruisers. I think, yes, 9X6 would have been more useful than 6X8, just as the US found the Brooklyns and Clevelands more useful than their heavies.
